Australia and Timor-Leste have entered into a new defense agreement aimed at bolstering cybersecurity and maritime security, as well as enhancing regional cooperation amidst growing concerns over China’s influence in the Indo-Pacific region. The agreement was signed in Dili by Australian Defence Minister Richard Marles and Timor-Leste Prime Minister Xanana Gusmão.

Under the terms of the agreement, Australia will provide A$62 million (US$43.5 million) to support various initiatives, including cybersecurity, maritime security, infrastructure development, disaster relief, and training. Additionally, Australia will supply Timor-Leste with three additional police vessels and expand joint defense exercises between the two nations.

Minister Marles emphasized that the agreement is a significant step in reinforcing the long-standing relationship between Australia and Timor-Leste, with Australia remaining the latter’s largest defense and security partner. Prime Minister Gusmão noted that the deal would assist Timor-Leste in combating organized crime and illegal fishing, while also improving its maritime capabilities.

The strategic location of Timor-Leste, approximately 700 kilometers northwest of Australia and near Darwin, underscores its importance to regional security. Darwin hosts a rotating force of US Marines, highlighting the area’s significance to Australia’s northern defense strategy.

This agreement comes at a time when Australia is actively seeking to strengthen its security partnerships across the Pacific and Southeast Asia, amid concerns about China’s growing naval presence and security collaborations with regional countries. China has also shown interest in expanding military ties with Timor-Leste.

In its efforts to deepen regional partnerships, Australia has pursued similar defense and security agreements with other Pacific island nations, such as Vanuatu, Fiji, and Papua New Guinea, further illustrating its commitment to enhancing regional security and cooperation.
